Our journey began in the 1920s when John Costello, a Sioux Falls furniture store owner, ventured into real estate by building a house at 515 W. 13th Street. This was the humble beginning of a legacy that has continued for generations. His son, Tom, became the first approved FHA loan broker in South Dakota, while his grandson, Thomas P., was one of the first developers to offer subsidized housing in the area in the 1960s. Today, the legacy continues with Dan and Tom Costello, who have expanded Costello Companies into land development, housing compliance, and multi-family construction.

- Construction: Our construction services are tailored to provide efficient and cost-effective solutions. We have a team of experienced professionals who can handle all aspects of construction, from planning to completion.
- Compliance: Our compliance services ensure that all properties meet the necessary regulatory requirements. We have extensive knowledge of affordable housing regulations and can assist with compliance issues related to tax credits, section 8, and other programs.
- Service Bureau: Our service bureau provides comprehensive support to our clients, including financial management, accounting, and administrative services.
Our Executive Staff

- Joan Franken: Owner/Costello Property Management; Managing Director, Costello Companies. Joan has been with Costello for 22 years and has been involved in and overseen the development of over 40 affordable housing complexes in South Dakota, Nebraska, and Wyoming.
- Jeff Brooks: Director of Business Development and Management. Jeff holds an extensive background spanning over two decades in multifamily property management, commercial real estate brokerage, and real estate development. He brings unparalleled expertise to his role and drives the establishment of operational controls, administrative frameworks, compliance protocols, and robust personnel systems.
